0fdb257090 When checking if a nick resv or xline already exists, match exact not wild. 
This is important because masks containing @ or # do not
match themselves.

7d08aa8911 [svn] xline/resv wildcard checking: 
- count escaped (\) characters as one nonwild
- accept strings without wilds no matter how short they are
