Jason Volk 5ed274e082 m4: Add macro argument to pass an SD-6 feature test number. 
This test against the __cplusplus #define value allows for a more
granular feature test.

Jason Volk ea53aab823 Refactor repository layout. 
* librb is no longer a separately configured subproject.
* charybdis is now a standalone directory with a binary.
* Include path layout now requires a directory ircd/ rb/ etc.

Elizabeth Myers 07554369bd Detect stdbool.h and add conformant shims if it isn't available 
Charybdis requires C99 already, so it's high time we start using
stdbool. I've converted a few pieces of code already.

A lot of the old code that uses YES/NO should probably be updated too
because that's fucking hideous.

Simon Arlott 173a2f4dda configure: make TOPICLEN warn on >390, not >=390 
Configuring --with-topiclen=390 outputs a warning that TOPICLEN
has been limited to 390, but that's what was requested.

AC_LANG_PROGRAM needs to be quoted when used within AC_*_IFELSE:
