Clean up interface definitions (#2427)

* tidy up interfaces

* remove unused GetCreatorIDForAlias

* Add RoomserverUserAPI interface

* Define more interfaces

* Use AppServiceInternalAPI for consistent naming

* clean up federationapi constructor a bit

* Fix monolith in -http mode
