Automatically upgrade databases on startup (#1529)
* Support auto-upgrading accounts DB

* Auto-upgrade device DB deltas

* Support up/downgrading from cmd/goose

* Linting

* Create tables then do migrations then prepare statements

To avoid failing due to some things not existing
