Previously, there was an `import services/webhooks` inside `modules/notification/webhook`. This import was removed (after fighting against many import cycles). Additionally, `modules/notification/webhook` was moved to `modules/webhook`, and a few structs/constants were extracted from `models/webhooks` to `modules/webhook`.
