* pkgs: refactor needless quoting of homepage meta attribute
A lot of packages are needlessly quoting the homepage meta attribute
(about 1400, 22%), this commit refactors all of those instances.

In category `tools`, subcategory `text`, add a package definition for
the program [`agrep`] [1] — "Approximate `grep` for fast fuzzy string
searching".
I have tested this patch per nixpkgs manual section 11.1 ("Making
patches").
