Bjørn Forsman abaf2dbeae youcompleteme (vim plugin): update to latest 
patchShebangs fixes build failure in chroot (in this new version).

The --system-libclang flag is now needed to prevent YouCompleteMe from
trying to download and build clang (which fails).
