Add flatpak_remote module (#40189)
* Adding flatpack_remote module Includes contributions by oolongbrothers: adding documentation fixes, fixing import placements, fix module idempotency, improving error propagation. * Aligns module with conventions and best practices For improved robustness and readability; based on feedback by dagwieers. * Improves the module documentation * Aligns copyright statement to conventions * Renames remote > flatpakrepo_url and reworks documentation
