Add CmdRef logic to handle multiples (#57495)

* Add CmdRef logic to handle multiples

* Fix python 2.6 issues

* Fix bug when existing is not a dict object

* Fix python2 vs python3 incompatibilty

* Ignore unnecessary-lambda warning
