Make explicit that virtualenv is created if needed for pip module. (#3731)

    virtualenv option:
        Mention that virtualenv is created if it does not exist.
            (Explicit is better than implicit.)
        Mention other relevant options.
    notes:
        initialized -> created
    Wrap long lines.
