VMware: add support for multiple CD-ROMs (#51120)

Add support for create or re-configure VM with multiple CD-ROMs attaching to IDE controller now, will implement SATA controller support later.
parameters can be set as below:

    cdrom:
    - controller_type: ide
      controller_number: 0
      unit_number: 0
      type: client
