Fix service's exec_command() for python3 (#20826)
* Fix service's exec_command() for python3 exec_command() was mixing text and bytes in several places on python3. Made changes so that we explicitly convert between the two. Fixes #20818 * Also handle basestring and shlex.split in a python2/python3 compatible fashion
