(postgresql_privs) accept 'ALL_IN_SCHEMA' objs for 'function' type (#35331)

* avoid using Postgres formatting function
* add tests for ALL FUNCTIONS IN SCHEMA
* documentation and changelog
* requested changes in tests
* fixed changelog
