* Support `none` for `--changed-all-target`.
* Run 2 separate Windows groups on Shippable.
* Only run smoketest and minimal for the group1 job.
* until we can have a robust internal source for chocolatey (and/or PSScriptAnalyzer sanity tests), we want to at least make sure that the module is syntactially valid.
