e167c9338c Avoid msrest version 0.4.15 for Azure modules. 
This version has known regressions preventing modules such as
azure_rm_dnsrecordset from working.

ef953cb415 Fix for broken azure requirements 
Older setuptools does not understand ~= versioning.  Guess at a range
that could be compatible to unbreak CI.
