Change:
- Add a parameter `read_whole_file` which allows for reading the whole
file when doing a `contains` regex search.
- This allows for (for example) matching a pattern at the very end of
a file.

* Rebalance Windows tests with another group.
A preliminary set of test targets for "core" supported module that had no independent tests. These will also help us ensure python3 compatibility for those modules and prevent future regressions.
