vmware_local_role_info/test: avoid json_query
Refactoring to avoid the use of `json_query`. As a bonus point, we now
also ensure `NoAccess` role has no provilege.

prepare_vmware_tests: add scenario with one ESXi
Add the ability to test with just one vcenter instance and a single
ESXi. This allow us to cover 90 modules.
