Tim Rupp a236d249ae Adds the bigip_configsync_actions module (#26506) 
This module is required as part of HA configuration of a set of
BIG-IPs. It is used to initiate and way for configuration syncing
to happen.

Unit tests are provided. Integration tests can be found here
