Paul Belanger af3603f9ee Revert "Allow httpapi for resource modules (#62843)" (#66483) ... While this does properly pass our testing for ansible/ansible devel branch, it is currently breaking our collection testing for 2.10. Specifically, this would mean ansible.netcommon would need to directly import arista.eos or cisco.nxos collections, causing a circular dependency.
