Dmitry Marakasov b0aec50b9a Improve documentation for pkgng module (#2338)
According to module checklist:

- Descriptions should always start with a Capital letter and end with a
  full stop.
- Ensure that you make use of U() for urls, C() for files and options,
  I() for params, M() for modules.
