Switch from AssemblyLoadContext.InitializeDefaultContext to AssemblyLoadContext.Resolving event

AssemblyLoadContext.InitializeDefaultContext was removed for .NET Core 1.0 RTM. Replaced its use
with AssemblyLoadContext.Resolving event.
