Remove unnecessary check for Paths.count > 0 as there is code later to use the current working directory since -Path is not a mandatory parameter.
Updated ShouldProcess to output the internal action on adding paths rather than the user action (which is the cmdlet name).

Updated tests to not specify -Path

Fix #5594

Testing

The tests are organized by testing language. Thus Pester tests, which are written in the PowerShell language, are in ./powershell and xUnit tests, written in C#, are in ./csharp. The sanity tests for the Full .NET build of PowerShell are in ./fullclr, and the third-party shebang test is in ./shebang.
