Add trimTrailingWhitespace Editor Option (#36905) 
* add trim trailing whitespace option

* set default trimTrailingWhiteSpace to true

* add fourslash tests

* accept new baselines

* only preserce whitespace when setting is explicitly false

* format whitespace
