Add a test case for an untyped sub-module of a scoped package with typings. The other diagnostic message is covered by existing tests; I guess no one looked at the baselines closely enough. Add a test case for an untyped sub-module of a scoped package with
typings.  The other diagnostic message is covered by existing tests; I
guess no one looked at the baselines closely enough.

Fixes #23999.
