Resolve the checkpoints <-> validation CD.

This commit resolves the checkpoints -> validation -> checkpoints
cirular dependency by moving
`CheckPoints::GetLastCheckpoint(const CCheckpointData& data)` from
`checkpoints.cpp` to `validation.cpp`.
