[wallet] [rpc] Add loadwallet RPC

The new `loadwallet` RPC method allows an existing wallet to be loaded
dynamically at runtime.

`unloadwallet` and `createwallet` are not implemented. Notably,
`loadwallet` can only be used to load existing wallets, not to create a
new wallet.
