[tests] Clean up addrman_tests.cpp

Cleanup request from #10287.
Change "Test #:" comments to "Test:"
Change BOOST_CHECK(... = ...) to BOOST_CHECK_EQUAL(..., ...)
Remove three unnecessary if statements
