Add multi field info to the IndexPattern ( #33681 ) ( #34374 )

Adds two fields to the IndexPattern Field:
* parent - the name of the field this field is a child of
* subType - The type of child this field is. Currently the only valid value is multi but we could expand this to include aliases, object children, and nested children.
The thinking behind implementing these two new properties instead of a simple isMultiField flag is that it should be generic enough to describe other sorts of parent -> child relationships between fields.

Re-introduce new filter bar ( #29752 )

Fixes the build issues introduced in #25563 and re-introduces the new react/eui/typescript filter bar, essentially reverting the revert in #29662 . I did have to resolve one merge conflict in query_bar.tsx, and re-deleted all of the old filter bar code where translation code had been added.

[bootstrap] run babel-cli with --quiet ( #26097 )

This updated the `kbn:boostrap` scripts in the packages to use `--quiet` when bootstrapping. This prevents babel from logging every file it builds, but still logs errors if any occur. To make things a little simpler I also used the [`npm-run-all`](https://github.com/mysticatea/npm-run-all ) package in `@kbn/i18n` to execute all the builds there in parallel and pass `--quiet`/`--watch` to all builds without duplicating the tasks or making them incompatible with windows.
