The server side index patterns api can now load the field list. Previously it would error if a field list refresh was required.

* WIP: Adding new route for EQL Validation
This is mostly boilerplate with some rough parameter definitions; the
actual implementation of the validation is going to live in our
validateEql function.
A few tests are failing as the mocks haven't yet been implemented, I
need to see the shape of the responses first.
* Cherry-pick Marshall's EQL types
* Implements actual EQL validation
* Performs an EQL search
* filters out non-parsing errors, and returns what remains in the
response
* Adds mocks for empty EQL responses (we don't yet have a need for
mocked data, but we will when we unit-test validateEql)
* Adds validation calls to the EQL form input

* Adds frontend function to call our validation endpoint
* Adds hook, useEqlValidation, to call the above function and return
state
* Adds labels/help text for EQL Query bar

This updates the query to use the ignore parameter, along with updating

these will exist independent of the validation implementation.
* Include mapping_exceptions during EQL query validation
These include errors for inaccessible indexes, which should be useful to
the rule writer in writing their EQL query.

By not having the cluster retrieve/send any data, this should saves us
a few CPU cycles.
* Move EQL validation to an async form validator
Rather than invoking a custom validation hook (useEqlValidation) at custom times (onBlur) in our EqlQueryBar
component, we can instead move this functionality to a form validation
function and have it be invoked automatically by our form when values
change. However, because we still need to handle the validation messages
slightly differently (place them in a popover as opposed to an
EuiFormRow), we also need custom error retrieval in the form of
getValidationResults.
After much pain, it was determined that the default behavior of
_.debounce does not work with async validator functions, as a debounced
call will not "wait" for the eventual invocation but will instead return
the most recently resolved value. This leads to stale validation
results and terrible UX, so I wrote a custom function (debounceAsync)
that behaves like we want/need; see tests for details.
* Invalidate our query field when index patterns change
Since EQL rules actually validate against the relevant indexes, changing
said indexes should invalidate/revalidate the query.
With the form lib, this is beautifully simple :)

Fixes#71461 regression since 7.7
New state syncing utils didn't properly handle errors,
Errors happening during URL parsing or writing wasn't handled, so state syncing could stop or in worth case blow out. (see #71461)
There are not much scenarios where missing proper error handling could really impact users, except the one described in #71461:
Kibana users state:storeInSessionStorage
Users often intuitively share hashed dashboard urls directly
When someone opens those urls - there is a blank screen with warning
In 7.6 - dashboard would still load with default state.
Since 7.7 these still could be achieved by removing query params for URL, but it is not obvious for regular users.
This PR makes sure that behaviour is similar to one we had before 7.7.

## Summary
By default the upload time limit for payloads is 10 seconds. This is really too short and we were getting internal QA bug reports that uploads are timing out on large value list importing. This PR adds the plumbing and unit tests to make the timeout configurable for routes.
* Adds a single timeout option for routes and then normalizes that through Hapi for the socket, payload, and server timeouts.
* Adds unit tests which test the various options
* Adds integration tests which test the various options
* Adds some NOTES about where there are odd behaviors/bugs within Hapi around validations and the timeouts
* Adds a configurable 5 minute timeout to the large value lists route
**Manual testing of the feature**
You can manually test this by adding a configurable option to your chrome network throttle like so below where you throttle upload by some configurable amount. I chose to use 300 kbs/s upload

And then run an import of large value lists using a large enough file that it will exceed 5 minutes:
After 5 minutes you should see this message within your server side messages if you have configured your kibana.dev.yml to allow for these messages:

```
Note that it should show you that it is trying to return a `408` after `318292ms` the timeout period. Sometimes you will get the 408 in the browser and sometimes the browser actually will not respect the 408 and continue staying in a pending state forever. This seems to be browser side issue and not a client/user land issue. If you get the browser message it will be this error toaster

* [Data Plugin] Allow server-side date formatters to accept custom timezone
When Advanced Settings shows the date format timezone to be "Browser,"
this means nothing to field formatters in the server-side context. The
field formatters need a way to accept custom format parameters. This
allows a server-side module that creates a FieldFormatMap to set a
timezone as a custom parameter. When custom formatting parameters exist,
they get combined with the defaults.

As part of the work needed for RBAC & Feature Controls support in Alerting (https://github.com/elastic/kibana/issues/43994) we've identified a need to make the Alert Saved Object type a _hidden_ type.
As we still need support for Security and Spaces, we wish to use the standard SavedObjectsClient and its middleware, but currently this isn't possible with _hidden_ types.
To address that, this PR adds support for creating a client which includes hidden types.
