Upgrade @types/node to match Node.js runtime (#60368)
Kibana uses Node.js v10.19.0. The closest version of @types/node to this
version is currently v10.17.17.

This commit updates the resolutions field in package.json to ensure that
the latest version less than 10.20.0 is always used.
