Code coverage setup on CI (#49003)
* running code coverage in CI

* apply review feedback

* add custom function to upload merged coverage reports

* fix artifacts upload without coverage

* add file extension to fix validation

* Check code_coverage is set

* run oss tests via grunt task

* review fixes
