Enable installing plugins from files
This enables you to install a plugin directly from a file, rather than the default of downloading it from our release share. This is primarily useful as a test tool, but will also be a useful escape hatch for 3rd party extensibility, where we do not have a share. $ pulumi plugin install resource aws v0.1.0 -f my_aws_provider.tgz
