Summon, not toggle visibility, window on command line dispatch ## PR Checklist * [x] Closes #10292 * [x] I work here * [x] Manual test ## Detailed Description of the Pull Request / Additional comments - This is the same as #10389, just a different route. I didn't realize it at the time. ## Validation Steps Performed - Opened a window. Dispatched the `wt -w 0 - p <profile>` and watched it join/summon instead of minimize the active WT.
