Upgrade Windows SDK to 19041 (#10118)

Upgrade the Windows SDK to 19041 by setting `WindowsTargetPlatformMinVersion` to 17763 and `WindowsTargetPlatformVersion` to 19041.

Add support for a profile to specify an "unfocused" appearance (#8392)
This pull request adds an appearance configuration object to our
settings model and app lib, allowing the control to be rendered
differently depending on its state, and then uses it to add support for
an "unfocused" appearance that the terminal will use when it's not in
focus.

To accomplish this, we isolated the appearance-related settings from
Profile (into AppearanceConfig) and TerminalSettings (into the
IControlAppearance and ICoreAppearance interfaces). A bunch of work was
done to make inheritance work.

The unfocused appearance inherits from the focused one _for that
profile_. This is important: If you define a
defaults.unfocusedAppearance, it will apply all of defaults' settings to
any leaf profile when a terminal in that profile is out of focus.

Rename Microsoft.Terminal.TerminalControl to .Control; Split into dll & lib (#9472)
**BE NOT AFRAID**. I know that there's 107 files in this PR, but almost
all of it is just find/replacing `TerminalControl` with `Control`.

This is the start of the work to move TermControl into multiple pieces,
for #5000. The PR starts this work by:
* Splits `TerminalControl` into separate lib and dll projects. We'll
  want control tests in the future, and for that, we'll need a lib.
* Moves `ICoreSettings` back into the `Microsoft.Terminal.Core`
  namespace. We'll have other types in there soon too. 
  * I could not tell you why this works suddenly. New VS versions? New
    cppwinrt version? Maybe we're just better at dealing with mdmerge
    bugs these days.
* RENAMES  `Microsoft.Terminal.TerminalControl` to
  `Microsoft.Terminal.Control`. This touches pretty much every file in
  the sln. Sorry about that (not sorry). 

An upcoming PR will move much of the logic in TermControl into a new
`ControlCore` class that we'll add in `Microsoft.Terminal.Core`.
`ControlCore` will then be unittest-able in the
`UnitTests_TerminalCore`, which will help prevent regressions like #9455

You're really gonna want to clean the sln first, then merge this into
your branch, then rebuild. It's very likely that old winmds will get
left behind. If you see something like

then that's what happened to you.

Remove all our path antics; force native projects to bin/, obj/ (#8062)
This commit fixes our longstanding build artifact output issues and
finally unifies all C++ project output into bin/ and obj/.

In light of that, I've removed NoOutputRedirection.

I've also updated WTU and U8U16Test to use our common build props and
fixed any warnings/compilation errors that popped out.

I validated this change by running repeated incremental builds after
changing individual .cpp files in many of our C++/WinRT projects.

Enable partial rebuilds of the TerminalControl project again (#7248)
This regressed around the #7163 timeframe.

We're discussing this on chat currently. It might break the intellisense
on the `#include <winrt/Microsoft.Terminal.TerminalControl.h>` line in
VS 16.7, but we're not _really_ sure? Intellisense has been notoriously
flaky for us.

I'm running 16.6.5, and it works for me. @lhecker is running 16.7 and
confirmed it worked there. If the CI build passes, then this definitely
will work for 16.7.

Move ICore/ControlSettings to TerminalControl project (#7167)
## Summary of the Pull Request
Move `ICoreSettings` and `IControlSettings` from the TerminalSettings project to the TerminalCore and TerminalControl projects respectively. Also entirely removes the TerminalSettings project.

The purpose of these interfaces is unchanged. `ICoreSettings` is used to instantiate a terminal. `IControlSettings` (which requires an `ICoreSettings`) is used to instantiate a UWP terminal control.

## Detailed Description of the Pull Request / Additional comments
A lot of the work here was having to deal with winmd files across all of these projects. The TerminalCore project now outputs a Microsoft.Terminal.TerminalControl.winmd. Some magic happens in TerminalControl.vcxproj to get this to work properly.

## Validation Steps Performed
Deployed Windows Terminal and opened a few new tabs.

Unify and clean up the common build properties (#3429)
This commit cleans up and deduplicates all of the common build
preamble/postamble across exe, dll, lib and c++/winrt projects.

The following specific changes have been made:
* All projects now define their ConfigurationType
* All projects now set all their properties *before* including a common
  build file (or any other build files)
* cppwinrt.pre and cppwinrt.post now delegate most of their
  configuration to common.pre and common.post
* (becuase of the above,) all build options are conserved between
  console and c++/winrt components, including specific warnings and
  preprocessor definitions.
* More properties that are configurable per-project are now
  conditioned so the common props don't override them.
* The exe, dll, exe.or.dll, and lib postincludes have been merged into
  pre or post and switched based on condition as required
* Shared items (-shared, -common) are now explicitly vcxitems instead of
  vcxproj files.
* The link line is now manipulated after Microsoft.Cpp sets it, so the
  libraries we specify "win". All console things link first against
  onecore_apiset.lib.
* Fix all compilation errors caused by build unification
* Move CascadiaPackage's resources into a separate item file

Fixes #922.
