Fix scrolling of markdown preview. Close #65504 (#111094)
* Fix scrolling of markdown preview.

* Use scrollDisabledCount.

* Stop initializing scrollDisabledCount.

* Make scrollTo enough large to occur scroll events.

* Should resolve when the error event occurs.
