Moved most of the logic that was previously in StationEditPacket to StationTileEntity. This allows us to call this logic without having to send a packet. - Made Train#owner nullable. This is needed so that computers can assemble trains. ### `setTargetSpeed(speed)`
Sets the rotation speed controller's target speed.
**Parameters**
- _speed:_ `number` The target speed in RPM. Must be an integer within the range of [-256..256]. Values outside of this range will be clamped.
