1. Add to various tsconfig.json
2. Add to Jakefile
3. Add annotations where needed.
4. Add workaround to shims.ts, which uses toplevel `this`.

Our issue stats did not improve appreciably when we added the issue template. Reduce upper boilerplate text and try to make it more action-oriented
