Refresh the most active translation files. As we're not set up with the same tooling as Bitcoin, we get slightly different results compared to the files they generate, so I've picked only specific files to update to reduce churn. If we have translation volunteers for other languages we can update those languages at the time.

- `ro` Romanian
- `sr@latin` Serbian (Latin)
- `ta` Tamil
- `uz@Latn` Uzbek (Latin)
- `zh_HK` Chinese (Hong Kong)
- Add new translations (finally, after a long time)
- update-translation script was not considering new translations - oops
- fixed this, also remove (nearly) empty translations
- Update translation process, it was still describing the old repository
structure
Pull updated translations from Transifex.
Add mn (Mongolian) language.
Do not update English translation for now as we want to keep
compatibility with 0.9.
Last update (48be9ce) missed quite a lot, for some reason.
This is also the first update done with the new script
`contrib/devtools/update-translations.py`
Adds three new languages:
- de_AT: German (Austria)
- gl: Galician
- sl_SI: Slovenian (Slovenia)
Updates many others.
