Add API diff between .NET Core 2.2 and .NET Core 3.0 preview1. (#2256)
* Add API diff between .NET Core 2.2 and .NET Core 3.0 preview1.

* Only compare ref assemblies within M.NetCore.App rather than all impl
assemblies from the repo.

* Remove Microsoft.* namespaces and update heading.
