Improve KQL error messages (#34900)
Attempts to make KQL syntax errors more sensical to the average user.

I initially tried to use a similar solution to the one we used for detecting usage of old lucene syntax. In other words, I tried to create rules in the grammar that would match strings containing common mistakes the user might make and throw custom error messages for each situation. This proved to be more difficult for detecting errors in the regular language. While the Lucene rules could be completely separated from the main grammar, the KQL error rules had to be mixed into the main grammar which made it much more complex and had a lot of unintended side effects.

So instead I decided to lean more heavily on PEG's built in error reporting. Giving certain rules human readable names allows the parser to use those names in the error reporting instead of auto generating a long list of possible characters that might be expected based on the matching rules. Since the PEG errors contain location information I was also able to add ascii art that points the user to exactly where the error occurred in their query string. While this approach is not quite as nice as bespoke error messages that tell the user exactly what is wrong in plain English, it's much more maintainable and I think it still results in much better error messages compared to what we have today.

I've also removed the old original kuery grammar (for queries like is(response, 200)). We were only using it to display an error if I user was still using the old syntax. This version of kuery hasn't existed since 6.3 and we've had error messages telling users this since then. I think it's safe to remove the legacy parser at this point, which greatly reduces the complexity of our error reporting.

Generate core API docs from TSDoc comments (#32148)
* Generate core API docs from TSDoc comments

Uses api-extractor and api-documenter to generate documentation for
the Kibana core API from TSDoc comments in the source code.

Documentation can be generated using `npm run docs:api`.

I used --no-verify to ignore the following pre-commit hook errors:
1. Filenames MUST use snake_case - api-extractor.json
   It's possible to specify a different config file, but I prefer to keep the "standard" config file name.
2. UNHANDLED ERROR: Unable to find tsconfig.json file selecting "common/core_api_review/kibana.api.ts". Ensure one exists and it is listed in "src/dev/typescript/projects.ts"
   This is not a source file, so safe to ignore.

[ts] add script to verify that all ts is in a project (#32727)
Based on #32705 

We currently have TypeScript code that was backported to 7.0, which was backported without issue because it falls outside of any TypeScript projects in 7.0. This means that the pre-commit hooks break on changes to these files, and that they are not getting type checked by the type_check script. To fix this we need to verify that every typescript file in the repository is covered by a tsconfig.json file as part of CI.

Run some functional tests against kibana in production mode (#21899)
Right now the functional tests are run against a distributable of Kibana in CI, but that distributable is running with `--env.name=development`. That causes the optimizer to run again before the tests can start and prevents the functional tests from running against the actual version of the application users will end up getting. This seems necessary for some tests, but not all of them, but I would like to get all of the tests running against the production version of Kibana soon.

This PR implements a second ftr config, `test/functional_production` that uses basically a copy of the `test/functional` config but with a few minor adjustments, removing the `--env.name=development` kbnServerArg and using a unique junit report name. To accomplish this I needed to modify the `@kbn/test` module to only pass the `--dev` flag to the Kibana server if it is being run in development mode, which it currently does by testing the args for `--env.name=development` or two args next to each other: `'--env.name'` and `'development'`. It does this by converting the `extraKbnOpts` option into an `addExtraKbnArgs` function, which is called with the final args just before passing them to the proc runner and given a chance to modify then after all other args are resolved (pulling from different places in config based on the build type, etc.)

Over the next couple weeks I'll push up PRs for individual test suites, migrating them over to the new production config, hopefully in a short period of time we will have all the function test suites back under that `test/function` config and can run them all against the Kibana server in production mode.

In order for the runbld project we use in CI to auto-discover the junit reports we generate they need to match `TEST-*.xml`, which will allow us to include more details in the failure emails, and push failure info to the build-stats cluster.

Existence of this header is enforced by eslint and tslint and missing headers were automatically added in the last commit by running:

The elasticsearch plugin currently checks for the Kibana index on each iteration of the healthCheck, and creates it if it does not exist. This removes that step from the healthCheck and instead, before each savedObject is written to elasticsearch, ensures that Elasticsearch has the necessary index template should the write result in index creation.

The healthCheck still has the `patchKibanaIndex()` logic, which checks the type in the Kibana index and adds any missing types. This step now does nothing when the Kibana index does not exist, and does what it has always done when it does.

Court Ewing e635d25b26 fork flot into Kibana (#14366)
The flot-charts project has been abandoned since 2014, but we use it
pretty extensively in Kibana. By forking it, we can fix bugs and improve
on the library in ways that we need to for Kibana.

Brandon Kobel 5a4a4f5ad6 Adding "BSD 3-Clause" as a valid license (#13934)
We already have "BSD-3-Clause" as a valid license, but there's a variant
with a space instead of a '-' being used by js-base64 that we need to
accomodate for.

Court Ewing 8d5eac959f esvm: use branch from package.json (#13149)
Since versions are synced across the stack, the esvm config can use the
same branch configuration as Kibana itself.

Jonathan Budzenski c79e22386c Revert same port http -> https redirect (#10930)
- httpolyglot is removed, we no longer automatically redirect from http to https
- server.ssl.redirectHttpFromPort option added to allow for http -> https redirect from one port to another
- We no longer start the dev server with tls by default, it can be turned on with the --ssl flag, npm start -- --ssl, or ./bin/kibana --dev --ssl
- There will currently be error log messages if you connect over the wrong protocol, we have #11209 for downgrading these
