Upgrade check-spelling to v0.0.19 (#10646)

I'm pinning `actions/checkout` to @v2 instead of micromanaging the
version. We have reasonable faith that GitHub will do a good job of
maintaining their version branch.

I'll probably introduce a version branch for check-spelling in the near
future as well.  The job name change is for future bits -- I originally
copied the name from a template and didn't understand its significance
-- eventually it'll actually be used by the workflow. And if one uses
`act`, having distinct / well named jobs is actually useful.

The contents of each .txt file in this directory are merged together.

  • alphabet is a sample for alphabet related items
  • web is a sample for web/html related items
  • expect is the main list of expected items -- there is nothing particularly special about the file name (beyond the extension which is important).

These terms are things which temporarily exist in the project, but which aren't necessarily words.

If something is a word that could come and go, it probably belongs in a dictionary.
