Bump ijson dependency to 3.1 (#11438) (#11439) Since e81fa9264873369653171157514ff68226491fff, Synapse depends on the use_float flag which has been introduced in ijson 3.1 and is not available in 3.0. Fix a bug introduced in 1.47.0 where `send_join` could fail due to an outdated `ijson` version.
